Silicone Elastomer Technologies for Feel and Performance
A quiet formula-architecture fight is unfolding over silicone elastomer gels: the carrier fluids that make them work face an EU ban in June 2026, forcing suppliers to rebuild the system.

A silicone elastomer gel does its work quietly. Blended into a foundation or a barrier cream, the cross-linked polymer network suspends itself in a carrier fluid and turns a formula's surface into something that reads as blurred, cushioned and dry to the touch rather than oily or tacky. Cosmetics & Toiletries' recent overview of elastomer technologies frames this as a feel-engineering story: these materials replaced the older fatty-alcohol and high-oil thickening systems that used to deliver soft-focus and line-filling effects, and newer alkyl-modified, tunable-molecular-weight silicone emulsifiers now let formulators dial in exactly how a product spreads and sets.
That framing is accurate as far as it goes, but it arrives at an odd moment for the ingredient class it describes. The carrier fluid in most commercial elastomer gels, the medium the polymer network swells into before it ever reaches a jar, is typically a cyclosiloxane, most often D5 (decamethylcyclopentasiloxane). Under a European Commission regulation adopted in 2024 amending REACH, D4, D5 and D6 are restricted in leave-on cosmetics above 0.1% by weight starting June 6, 2026, according to analysis from CIRS Group and reporting in Premium Beauty News. That is a formula-architecture problem in the truest sense: the actives, emollients and thickeners in a soft-focus primer can stay exactly the same, but if the carrier fluid suspending the elastomer is banned, the whole delivery system has to be rebuilt around a new base.
That is the context that gives the C&T piece its urgency, even though the article itself is pitched as a sensory and performance story. A formulator reading it in 2026 is not browsing for inspiration; they are looking for a replacement architecture ahead of a hard compliance deadline, and the suppliers behind these ingredients are responding accordingly. Shin-Etsu, one of the dominant players in silicone elastomers alongside Dow, Wacker and Momentive, has introduced KSG-16-SF and KSG-19-PF, shown at CITE Japan 2025 and in-cosmetics Global 2026 in Paris, according to the company's own product announcements and coverage in GCI magazine. The company markets both as alternatives to microbead-style particles, which points to a second, separate regulatory pressure bearing down on the same category.
That second pressure is the EU's synthetic polymer microparticle restriction under REACH Annex XVII, in force since October 2023, which targets insoluble, non-biodegradable polymer particles under 5 millimeters. Rinse-off products face a phased ban starting October 2027, leave-on products in October 2029, per guidance from UL Solutions and Intertek. Cross-linked silicone elastomer powders, the form used for powdery skin feel and blur rather than the gel form used for cushioned emollience, sit structurally close to what that rule was written to catch, even though exemption scope for silicones specifically is still being worked out. A supplier calling a powder ingredient a microplastic alternative today is making a claim regulators have not fully settled yet, which is worth watching rather than taking at face value.
The squeeze on the silicone side of the ledger is also opening room for competitors built on different chemistry entirely. Grant Industries has been showing Gransense TC-55X/C, a bio-based, naturally derived polyester elastomer pitched as a direct swap for dimethicone-based elastomer blends; the company reported it outperformed a silicone benchmark in Visia 3D imaging of wrinkle depth, volume and shine at a 20% use level, and the material was a finalist in the 2025 in-cosmetics Global Innovation Zone Awards, according to coverage in Happi and Cosmetics & Toiletries. Whether that kind of result holds up across a broader range of base formulas is a separate question from whether it holds up in a jury room, but it signals that naturally derived elastomers are no longer a niche curiosity sitting outside the mainstream feel-modifier conversation.
None of this changes what silicone elastomers actually do inside a formula: they remain, by most industry estimates, the most reliable way to get a non-oily, soft-focus finish without reworking an entire emulsion. Research and Markets put the global silicone elastomers market at roughly $8.5 billion in 2026, projected to reach $13.9 billion by 2033, concentrated among a small set of premium suppliers. But a formulator building that finish into a product launching after mid-2026 is now choosing a carrier fluid, a particle form and, increasingly, a base chemistry all at once, with two separate EU deadlines sitting on different parts of the same ingredient family. The elastomer that gives a primer its blur and the fluid that carries it into the skin used to be treated as one decision. They are not one decision anymore.
