Barrier Cream vs. Cream Balm: Humectant, Emollient, and Occlusive Ingredient Systems

Per FDA 21 CFR 347.10, DailyMed's Aquaphor label (0% water), and US Patent 11,278,479 B2 (≤5% water), cream balms differ from O/W barrier creams (55-100% water phase, Kovács 2020) in emulsifier need and wax load.

Balm systems, being essentially anhydrous, need no true emulsifier: the Aquaphor Healing Ointment FDA label contains none, and structure instead comes from wax (Ceresin); US11278479B2 does list Glyceryl Stearate (2-20 wt%) but frames it as part of the fatty/ester phase of an 'essentially anhydrous' system rather than a conventional O/W emulsifier, since there is no substantial water phase to emulsify.

No product INCI list in the sources reviewed can be used to confirm, refute, or estimate a 3:1:1 (or any other) ratio - this is stated plainly rather than inferred.
